Official Contest Rules

  1. Eligibility

    Contestant must be Florida high school student (grades 9-12) during the 2008-2009 school year, and be a legal resident of Florida at the time of his/her application.

  2. Entry Dates

    Student artwork and entry form must be postmarked by January 20, 2009 (extended). Contestants are responsible for all shipping costs.

  3. Entry Form

    Student must provide all required information requested on the entry form (pdf, 120KB), and the entry form must be legible.

  4. Artwork

    Student must submit original, 2-dimensional artwork, designed to promote Florida’s 10 year strategic plan, Culture Builds Florida's Future. Contest categories match the four focus areas of the plan: Leadership, Design and Development, Learning and Wellness, and Strengthening the Economy. Artwork must promote the category assigned to the students' region. (See category list).

    1. Student artwork must be original, created only by the student. Artwork may not be copied or drawn from any existing artwork (photograph, advertisement, etc.) not created by the student.
    2. Student artwork may be created using any 2 dimensional medium including:
      1. drawing (pencil, crayon, marker, graphite, etc.,)
      2. painting (pastel, watercolor, spray paint, oils, etc.,)
      3. printmaking (digital, wood, silkscreen, engraving, etc.,)
      4. collage, and
      5. photography.
    3. Student is allowed only one submission to this contest.
  5. Labeling Requirements

    A label must be attached to the back of each artwork. This label must contain the following information:

    • line 1: category (county)
    • line 2: artwork title
    • [blank line]
    • line 4: student name
    • line 5: school
    • line 6: student city

    The entry form (pdf, 120KB) must also be attached to the back of the artwork facing out. Labels and entry forms must be legible.

  6. Criteria

    All eligible entries will be judged based on originality, creativity and ability to promote Culture Builds Florida’s Future in a positive manner. Your artwork's ability to communicate the key area of Culture Builds Florida’s Future will be a primary consideration, so be familiar with Florida's strategic plan: Culture Builds Florida's Future

  7. Announcement of Finalists

    After finalists are chosen, the Division of Cultural Affairs will announce them on this Web site. Finalists will also be contacted by email or phone.

  8. Selection and Announcement of Winners

    A panel of judges will choose 4 winners (1st - 4th place) from each category. Winners will be notified by email and phone, and will be announced on the Division's Website sometime before March.

  9. Exhibition of Finalists

    The Division of Cultural Affairs' Gallery for Innovation & the Arts will host an exhibition of the finalists' artwork at the Department of State’s R. A. Gray Building, March through May, 2009.

    First place entries from each category will be used to design postcards and other materials to promote Culture Builds Florida's Future throughout Florida. First place winners will be invited to Tallahassee for events recognizing the student’s artistic contribution to this contest.

  10. Transfer of Rights

    Each applicant and his/her parent or guardian must agree to give all rights to the submitted artwork, including copyright, to the Division of Cultural Affairs. This transfer of rights will allow the Division, at a minimum, to reproduce, distribute, and display your artwork. Winners' submissions will be duplicated in various mediums and used to promote Culture Builds Florida's Future throughout the state. The foregoing means that when you submit your artwork to participate in this contest, your artwork will become the property of the Division and will not be returned to you.

  11. Public Disclosure

    The Florida Public Records Act, located in Chapter 120, Florida Statutes, generally requires that all activities, including this contest, are open to the public. Therefore, all aspects of your involvement in this contest, including your artwork, will be subject to public disclosure.

  12. Entry Form

    The student and a Parent or Guardian are required to read and understand these rules and required to complete the entry form (pdf, 120KB) in its entirety. The entry form includes a release and certification that must be signed by a Parent or Guardian.

  13. Equal Access Statement

    No student will be excluded from participating or submitting artwork based on age, sex (gender), race (particular population of peoples), creed (religious belief or faith), national origin, handicap, or disability.
