  1. Call to Order

    Chairman Tim Deratany called the meeting to order at 9:02 a.m.

  2. Introduction of Council, Staff and Guests

    Mr. Deratany asked the Florida Council on Arts and Culture, department staff, and audience members to introduce themselves.

  3. Adoption of Agenda

    Ms. Bradley moved approval of the agenda with Mr. Ward seconding. The motion carried.

  4. Approval of Minutes

    Mr. Shaw moved approval of the minutes from the March 26th, 2009 Florida Arts Council meeting. Ms. Wise seconded the motion. The motion carried.

  5. Chairman’s Comments

    Mr. Deratany thanked the Council for their diligent lobbying which resulted in the appropriation of a little over $2 million for the 2010 grant budget (all of which is non-recurring).

  6. Department of State Update

    Ms. Shaughnessy regretfully reported the passing of Council member Margo Bindhardt.

    Ms. Shaughnessy thanked the Council for their advocacy efforts. Sunset review is coming up, and leadership needs to stay abreast of the circumstances surrounding the arts and funding.

    Ms. Shaughnessy reported that the Division of Cultural Affairs is undergoing changes to the grants program as part of the legislature's conforming bill. Other changes include the renaming of the Florida Arts Council to the Florida Council on Arts and Culture.

    The Division is working on a Rule Development Workshop which will be held in June 15th, 2009 via teleconference. Details and participation information will be posted on the Division's website at www.florida-arts.org.

    The Division recently conducted three panel meetings for the Arts Recovery and Reinvestment Act (ARRA) funds. There was $6.5 million requested funding for the available $397,000 plus an additional $50,000 coming from the Southern Arts Federation.

    VSAarts of Florida presented two pieces of artwork to the Governor and Secretary of State in recognition of the Division's Leadership Award in Accessibility. The artwork was created by disabled artists from Pinellas and Pasco counties.

    The Division has been presenting a series of webinars to communicate with the field and get feedback. Any questions regarding the webinars should be directed to the Division's Information Specialist, Jennifer Hoesing.

  7. Museum of Florida History Update

    Dr. Jeana Brunson reported that the current special exhibit is Cattle Ranching in Florida, 500 Years of Tradition, which will run through August 9th. It has received funding from the Cattlemen's Association, the Division of Cultural Affairs, and the Florida Humanities Council. The exhibit includes listening stations on cowboy poetry as well as art by cowboy artists. After it leaves Tallahassee, it will go to the Tampa Bay History Center, then to Nevada, and then it will travel around Florida until it becomes a permanent exhibit at the Cattlemen's Association Headquarters.

    The museum is also working on the permanent exhibit that will cover Florida History from European contact (in 1513) to 1821. It will cover native culture from all regions. The exhibit will also include computer interactive elements and a reconstruction of a Calusa dwelling. Construction should begin in the fall of 2009.

  8. Business Items
    1. Review of Florida Council on Arts and Culture Meeting Calendar

      Chairman Deratany reviewed the upcoming Florida Council on Arts and Culture meeting dates. No Cultural Facilities application will be reviewed (the program is in rollover), and therefore the meeting will take place via teleconference.

      Mr. Browning suggested that the council consider having a meeting in Tallahassee and the council members would pay for their own travel expenses. Discussion ensued, and the council agreed that they would be willing to pursue this.

      Mr. Judd requested that the Division consider changing the time of the meeting so that council members traveling from South Florida could travel on the day of the meeting and not have to stay overnight.

      Ms. Benson requested that this be written as a short term solution so that Florida Council on Arts and Culture does not become an elitist group that excludes those that cannot afford the travel expense.

    2. 2009-10 Grants Program Budget Update

      Mr. Blancett presented an updated 2009-10 grants program budget as detailed under Tab 4. The Division will receive grant funding from the following two sources: The National Endowment for the Arts, $883,300; and the State of Florida, $297,200. A more detailed and confirmed report will be provided at the November meeting after the budget has been finalized.

    3. Legislative Report

      Ms Warren reviewed the two major pieces passed by the legislature this session, Senate Bill 2600 and Senate Bill 1780.

      Senate Bill 2600 appropriated $2.5 million for the Division's grant programs. It also included the loss of 2 division staff positions.

      Senate Bill 1780 renamed the Florida Fine Arts Act to the Florida Arts and Culture Act to provide a more inclusive term for the Division's responsibilities and activities. It also amends the name of the Florida Arts Council to the Florida Council on Arts and Culture to encompass all current programs including science, children's, and history museums.

  9. Grant Reports
    1. UACAP Quarterly Panel Reports:

      There were 7 eligible applications in the Underserved Arts Communities Assistance Program: Basic Salary Assistance Year 1, Year 2, and Year 3. The UACAP budget for the upcoming 2009-2010 fiscal year totals $73,000 for which the request is $60,000.

      Mr. Hogge moved approval of UACAP Grant Panel's funding recommendations with Jon Ward seconding. The motion carried.

    2. Florida Arts Recovery Program Panel Report

      The Florida Arts Recovery Program received 294 applications. 21 applications were declared ineligible in accordance with program guidelines. Because of the tremendous number of applications, the panels were sub-divided into 3 separate mini-panels: A, B, and C, each with its own set of 3 panelists.

      The total request amount of the 273 eligible applications was $6,572,773. The Division was allocated $393,700 by the NEA. The maximum eligible request per application was $25,000; applications chosen for funding would be funded at the full request amount equal to the amount of NEA funds available.

      Panel A
      Panel A got underway on May 28 at 9:00 am and ended at 11:15 am. The panelists were Katharine Dickenson, Elaine Hamilton, and Michael Spring. 79 applications received a score of 75 or above.

      Panelist Comments included the following:
      Staff needs to look at funding disparities; There is an incredible need for general operating support; Many of the applications lacked specificity and this is reflected in the scores;

      Overall, salary levels in this field are very low; Look at using a mathematical curve formula to see scoring trends and ask the NEA how they will score their applications.

      Public Comments included the following:
      The panel was run smoothly; There is an incredible need for grants of this type.

Panel B
Panel B convened at 1:30 pm and ended at 3:40 pm. The panelists were Mary Becht, Jon Ward, and Robert White. 45 applications received a score of 75 or above. Towards the beginning of the meeting, just after scoring had commenced, Jon Ward announced that he had been called into an emergency budget meeting by his elected officials and would have to leave the teleconference. He gave permission to Division staff to read aloud his scores for the subsequent applications as these had already been entered into the online system. The Chair asked if there were any objections from the participants. None were voiced. Jennifer Hoesing then read Jon Ward's scores into the record as each application number came up for review.

Panelist Comments included the following:
Very depressing group of applications because of the sad state of affairs in Florida; There is no doubt that the financial condition of every organization is in jeopardy; Appreciation to fellow panelists for their time and work; Appreciation to all of the applicants because they are in extremely difficult circumstances; Appreciation to the Division staff who were there every step of the way.

Public Comments included the following:
Thanks to the panel for a thankless job; The excellence in Florida is not reflected in the scores; A suggestion to start all applicants out with a score of 100 then subtract points; A suggestion to appoint more panelists and to use Olympic scoring methods.

Panel C convened on May 29 at 9:00 am with Sandy Shaughnessy as Chair and ended at 11:40 am. The panelists were Lois Benson, Peggy Brady, and Elizabeth Young. 49 applications received a score of 75 or above.

Panelist Comments included the following:
Needs are so huge and the resources so little; All of the applicants are struggling; We had to look at these grants and be as objective as possible and not look at what a wonderful organization you are, but what you did to meet the criteria of this grant; The sustainability question was an important one - the highest-scoring applications actually described a "plan"; Many applications were very vague and scored low no matter how great their mission is; Find a way to share strategies with your colleagues; Have people outside your organization proofread your grant.

Public Comments included the following:
Thanks for the panel and your suggestions; An applicant reminded others, "In hard times, people turn to the arts for solace. Continue to work, we will all survive this."

Following the last panel meeting, Division staff merged the final lists from all 3 panels into a single list, top score down. The funding consideration threshold score was 75; 173 applications achieved a score of 75 or above. Funding recommendations were made geographically with a minimum of one award in each geographic area; a total of 16 applications are being presented for recommendation. The next two eligible applications within the determined geographic areas and requesting $25,000 each will be presented to the Southern Arts Federation. SAF has offered $50,000 of their NEA Recovery funds to supplement Florida's awards; this brings the total number of awards in Florida to 18.

Mr. Shaw moved approval of Florida Arts Recovery Program Grant Panel's funding recommendations with Ms. Wise seconding. The motion carried. Ms. Dickenson commented that the grant review was designed by the Division, which saves the Division more than $12,000 per year, and the system is very user friendly.

    Mr. Ward reported the passing of Florida Highwayman Jonny Daniels, and additionally, blues singer Cocoa Taylor also passed away.

    Mr. Browning commented on private and corporate funding for arts education and culture in the Marion county area. He also commented on other local programs including an essay contest and the program "Tomorrow's Astronauts: Team Telescope" which were funded by Kiwanis and the Gammons Charitable Foundation. Pursuing other sources of funding such as these can help the Council pursue its mission during difficult financial times.

    With no further public comment, Mr. Judd moved conclusion of the Florida Council on Arts and Culture meeting with Mr. Hogge seconding. The motion carried. The meeting concluded at 10:18 am.
