Chairman Lois Benson called the teleconference meeting to order at 9:01 a.m.
Ms. Benson asked the Florida Council on Arts and Culture, department staff, and audience members to introduce themselves. Guests included Daniel Stetson, Johnny Tillotson, Jon Wright (Journalism Department, University of Florida), Giona Suposi, Mara Shore-Enzian, Meredith Porter-Hughs, Kevin Hutchinson, and Helen Gorhman (Naples Philharmonic).
Ms. Mason moved approval of the agenda with Ms. Dickenson seconding. The motion carried.
Mr. Cortada moved approval of the minutes from the June 3, 2010 Florida Council on Arts and Culture meeting. Ms. Mason seconded the motion. The motion carried.
Ms. Benson urged the Council to advocate for the arts at the local level.
Sandy Shaughnessy reported that the Division is getting ready for the new administration. She also commented that the Council meetings will be changed to two meetings per year in Tallahassee. These meetings will coincide with the Florida Heritage Awards in March and the Cultural Facilities Panel meeting which will be in October. Beginning in 2011, June 1 will be the new deadline for all applications. Ms. Shaughnessy also congratulated Daniel Stetson who has been elected as the President of the Florida Association of Museums.
Morgan Lewis reported on the success of the recent Cultural Summit held in Jacksonville on September 13-14. The Summit was sponsored by the Citizens for Florida Arts, Inc., and there were 132 guests participating in person, and 45 guests participating via webinar. The three topics that rose to the forefront were securing a dedicated source of funding, activism and advocacy, and the need to cohesively market the benefits of cultural programming and the value of the arts. Dr. Barbara French has submitted a report with the summaries of the group's work and feedback.
Dr. Jeana Brunson reported that the NASA Art, 50 years of Exploration exhibit is closing and that the 29th Annual Quilt Show will be open October 29th through January 23rd. The Museum has been awarded its 3rd accreditation from the American Association of Museums. In honor of the upcoming 500 year anniversary of Spanish presence in Florida, the Department of State is the lead agency on the Viva Florida statewide initiative, and the Museum is working on this along with other partners, including the Florida Humanities Council and the City of St. Augustine.
The calendar for 2011 reflects the move to 2 in-person meetings per year. The March meeting will be in Tallahassee on Thursday, March 24th.
Patty Warren reported that the Legislative Budget Request (LBR) will be submitted on October 15th. The approved list of grants (Agenda Item B under Business Items) will be included with the LBR. The Division is asking for funding for the General Program Support and Specific Cultural Projects Grant Programs. The State Touring Program and the Artists Fellowship Program will be funded with Federal funds from the National Endowment for the Arts.
Mr. Cortada moved that the Council discuss providing a separate funding request to fund all of the approved eligible grants. Senator Deratany seconded the motion. The Council agreed that a letter should be written and submitted to the Governor, Senate, and House of Representatives. Ms. Dickenson suggested that the Council should identify the new Governor's staff that will be handling the arts and make sure that they receive a copy as well.
The Media Arts Grant Panel Meeting was held via teleconference on September 1, 2010 to recommend grant awards to organizations for General Program Support. The panel reviewed nine (9) eligible applications: four (4) Level 1, one (1) Level 2, and four (4) Level 3. Eight (8) applications qualified for funding.

One panelist thanked the NEA for providing office space for him to use while he participated on the conference call as he was traveling. Public comment was as follows: One applicant encouraged attendance for the upcoming Cultural Summit in Jacksonville. Another applicant encouraged panelists to provide additional comments due to their importance in preparing future applications.

Another panelist said that there were inconsistencies in work samples and she would encourage all applicants to submit work samples in their support materials. There was no public comment.

Ms. Dickenson moved to approve the ranked lists and for the lists to be presented to the Secretary of State for approval with Dr. Hubbard seconding. The motion carried.
Don Blancett reported that the MiMo Biscayne Association, Inc. submitted an eligible application requesting designation as a Cultural Sponsoring Organization (CSO). Mr. Ward moved that a recommendation for designation be sent to the Secretary of State. Senator Deratany seconded the motion. The motion carried.
Mr. Crawford gave a brief overview of the voting procedure. Selection began with the Florida Artist Hall of Fame award recommendations. Following discussion of the 19 nominees, the first vote was taken. Two nominees received enough votes to be automatically recommended to the Secretary of State: James Hutchinson and Johnny Tillotson.
Mr. Ward moved that James Hutchinson and Johnny Tillotson's names be recommended to the Secretary of State for induction in the Florida Artists Hall of Fame. Senator Deratany seconded the motion. The motion carried.
Ms. Dickenson congratulated the new Hall of Fame inductees.
Mr. Ward announced that former Secretary of State Kurt Browning has been appointed to the Florida Humanities Council.
Johnny Tillotson expressed his deep appreciation for being chosen for the Hall of Fame induction.
Jon Wright thanked the staff and the Council for making the meetings accessible to the public.
