Chairman Jim Shaw called the meeting to order at 9:03 a.m.
Mr. Shaw asked the Florida Arts Council, department staff, and audience members to introduce themselves.
Jacqueline Bradley moved approval of the agenda with Lois Benson seconding. The motion carried.
Tim Deratany moved approval of the minutes from the September 5, 2008 Florida Arts Council meeting. Janeen Mason seconded the motion. The motion was approved.
Jim Shaw commented that next year will be tough, and that the Arts Council needs to be more aggressive in its advocacy efforts. He encouraged members to consider joining the Florida Cultural Alliance if they have not already. Mr. Shaw reported that the Florida Arts PAC was successful and that council members should consider joining that as well.
Sandy Shaughnessy thanked Jeff Tucker for hosting the Arts Council, and also thanked the Tampa Bay Performing Arts Center and its staff for catering to our needs. Mrs. Shaughnessy asked the Arts Council to keep fellow councilmember Margo Bindhardt in their thoughts.
The Sunset Review Committee meetings went well. The committee was especially interested in “The life cycle of a grant” chart as well as the civic engagement in the arts.
The Division of Cultural Affairs is looking at Texas (which consolidated their 21 programs into 2) as a model state in streamlining the grants programs. The Economic Impact of the Arts contract for the study through Americans for the Arts has been signed and the Division is moving forward. The data from fiscal year 2007-2008 is being reviewed and the full report should be available late 2009.
The Division of Cultural Affairs recently received the National Accessibility award of $30,000. The money will be used in access initiatives.
Dana Gioia has left the National Endowment for the Arts and the President-elect will be naming the new chairman in the coming months. In addition, Bill Ivey, former NEA Chairman, has been named to Obama’s transition team on the arts and culture.
Chairman Shaw reviewed the upcoming Florida Arts Council dates. The Chairman suggested that the council continue to be willing to pay for their own travel expenses. Lois Benson moved approval of the calendar with Jacqueline Bradley seconding. The motion carried.
Don Blancett presented an updated 2008-09 grants program budget.
Don Blancett reported that the program officially belongs to the Department of Management Services. The Division will continue to report on the program once per year. Jeff Tucker asked who Management Services reports to, and Don Blancett responded that they report to the Governor. Norma Roth stated that this is a program that the Legislature will look at again because it was recently analyzed.
Don Blancett reported that there are 32 organizations on the Endowment list. Although the list has not been funded since 2002, the Division continues to accept applications. The interest earned from the Endowment can be used for general operating expenses. Katharine Dickenson moved approval of the recommendation that the Department of State designate The Museum of Florida Art, Inc. of Volusia County as a Cultural Sponsoring Organization, with Margaret Wise seconding. The motion carried.
Don Blancett reported that the tentative meeting dates have been determined for the 2009 grant panels. The Florida Arts Council members are to serve as chairs for these meetings on a first come, first serve basis. When the Arts Council is involved in panel meetings, it gives them the opportunity to become more familiar with the field. The following panel meeting assignment requests were made:

Tim Deratany reported that the Governmental Affairs Committee met on October 23rd, 2008. The minutes from that meeting are included in the (November 12-14) meeting notebook. The Division will check with General Counsel to see if it is acceptable for three or four Arts Council members to meet with the legislature. Lois Benson stated that we have to be conscious of issues affecting the Division that will be voted on and volunteered to meet with Ray Samson.
Jacqueline Bradley asked what the timeline is for these meetings. Tim Deratany replied that it should be done before January. It is better to meet with them in their own districts, but meetings in Tallahassee are acceptable as well.
Margaret Wise suggested that one person be a champion and find a legislator that wants to hang their hat on an issue with the arts.
Norma Roth suggested that anyone who knows a legislator on a personal level should make an effort to meet with them on a personal basis and to talk to them as a friend.
Janeen Mason reported that she talked with Senator Pruitt’s office and was told that we have a friend in him.
The Nominating Committee met on November 6, 2008 and recommended the following slate of officers, contingent upon their acceptance:

Five eligible Mini-grants, two In-Service Training, and seven Special Project applications, requesting a total of $41,000, were reviewed. Three Mini-grants, two In-Service Training, and four Special Project applications were recommended for funding. The panel chose to fully fund the two Mini-grants, two In-Service Training, and the two top scoring Special Projects, and the remaining two Special Project applications were recommended for funding for $2,343 each for a total of $17,686.

Janeen Mason moved approval of Quarterly Assistance Grant Panel’s funding recommendations with Katharine Dickenson seconding. The motion carried.
The Challenge Grant Panel convened via teleconference at 9:00 a.m. on October 31, 2008 to review, score and recommend new initiatives and innovative projects with local, regional and statewide impact.
Nineteen (19) eligible applications were reviewed by the panel. Most of the applications had representatives participating in the call to give updates and answer the panelists’ questions.
During the preliminary scoring round, three (3) applications did not achieve the minimum required score of 75 and were dropped from consideration. After the final scoring round, sixteen (16) applications were recommended for funding. The total request amount for the 2009 – 2010 Challenge Program is $1,080,900.
Panel comments was as follows: Challenge Grant Program has high standards and panelists appreciated that these projects are unique and that Florida has a great variety of quality arts projects. OASIS and the teleconference format were praised; one panelist said she could not have participated otherwise and two others were from out-of-state. Two panelists suggested assigning lead readers to the application review process for presentation at the panel meeting.
Applicant comments was as follows: More praise for OASIS and teleconference, although there was a comment about missing having panels in person.

The Florida Arts Council (FAC) sits as the Cultural Facilities Program (CF) Application Review Committee. They met on Wednesday and Thursday, November 12 and 13, 2008, at the Tampa Bay Performing Arts Center, Tampa, Florida.
The Division received 33 CF applications for the July 14, 2008 application deadline. All applications were determined to be eligible and sent to the review committee for review and scoring. The total request for the 33 CF applications is $13,841,469.
Cultural Facilities Program Application Review
The Florida Arts Council approved a Modified Two-Panel Structure for application review at the March 2006 quarterly meeting. The applications were “scrambled” and distributed without regard to type (renovation, new construction, or acquisition) or organizational discipline (arts, non-arts, city, county, or educational institution). Applications were reviewed and scored based on the criteria in the Guidelines. A list of all recommendations, ranked by the application scores, is below.
The list will was submitted to the Secretary of State for approval. The list is included in the Division’s Investments in Florida’s Cultural Future booklet and submitted to the 2009 Legislature for funding consideration.

Panel comment was as follows:
Jeff Tucker requested that the staff should provide a checklist of items such as Bond Agreements, accessibility, etc., and consideration should reflect the strategic plan.
Lois Benson stated that there should be a mission statement included in each application along with why the project should be funded by the legislature.
Janeen Mason requested that the applicant should quantify the return on investment. Norma Roth suggested that staff should ask for quantifiable benefits if the project is funded such as energy consumption, funds saved, etc.
Jacqueline Bradley stated that doing so could be dangerous due to the historic properties, local regulations and lack of expertise on the council regarding these matters. Katharine Dickenson agreed with Jacqueline and added that it puts historic properties at a disadvantage.
Don Browning commented that this is an opportunity to relate Cultural Affairs and the arts into areas of high interest.
Jeff Tucker moved approval of Cultural Facilities Grant Panel’s funding recommendations with Jacqueline Bradley seconding. The motion carried.
outgoing council members Lois Benson, Don Browning, Janeen Mason, Norma Roth, and Jeff Tucker were presented with awards in recognition of their service and dedication to the arts.
Tim Deratany commented that Jim Shaw has been a great advocate for the arts with his hands on approach and his added class, and we appreciate his dedication as chairman.
Katharine Dickenson thanked Jim Shaw for fulfilling all the expectations of the nominating committee.
Janeen Mason reported that she had recently been involved with a webinar that included over 3,000 children and thought that this would be a useful tool for future teleconference meetings. Sandy Shaughnessy agreed but stated that it would require funds to buy the technology.
Don Browning thanked the council members for the efforts in terms of raising the bar for arts and culture in Florida. He also thanked the staff for all of their assistance. Jeff Tucker and Norma Roth also agreed.
Marian Winters of VSA Arts of Florida congratulated the Division for their recent accessibility award and thanked the Division for OASIS.
Sherron Long of Florida Cultural Alliance reported that her organizations has put together a statement for art inclusion in the Economic Stimulus Package and encourages FAC members to speak to their legislators regarding the return on investment. She also said that states investments in the arts are declining at a rapid rate. Sherron Long reported that Arts Day will be held on March 25th and that Advocacy Day in DC will be on March 30th -31st. She recommends that for all discussions related to these events as well as general discussions with legislators that the term “priority” be replaced with the term “ranked.”
Donna McBride of the Tampa Bay Performing Arts Center thanked the council for choosing TBPAC for this meeting. She also voiced her support of the Division as it undergoes the Sunset Review Process.
