Chairman Tim Deratany called the meeting to order at 9:04 a.m.
Mr. Deratany asked the Florida Council on Arts and Culture, department staff, and audience members to introduce themselves.
Mr. Shaw moved approval of the agenda with Mr. Ward seconding. The motion carried.
Ms. Mason moved approval of the minutes from the September 3rd, 2009 Florida Council on Arts and Culture meeting. Mr. Browning seconded the motion. The motion carried.
Mr. Deratany commented on a difficult year. He thanked the Council and staff for rising to the challenges.
Ms. Shaughnessy reminded Council members to update their email signatures to reflect the recent name change to "Florida Council on Arts and Culture."
Ms. Shaughnessy updated the Council on the Economic Impact Study which will be launched in late January. It is currently available from the Division upon request.
Ms. Shaughnessy reported that the Division of Cultural Affairs met with the House Sunset Review committee. The meeting went well, and the Department of State was praised for its efficiency, use of technology, passion for the work that it does, and the overall administration. During public comment, Gill Ziffer, Frank Meiners, and Malinda Horton all spoke on behalf of the Arts. The Division has not yet met with the Senate Sunset Review Committee.
The Division continues to report to the Governor's office on a monthly basis regarding the status of the jobs and expenditures associated with the American Recovery and Reinvestment Act of 2009 (Florida Arts Recovery Program).
Ms. Shaughnessy congratulated Mr. Deratany, who is now on the National Assembly of State Arts Agencies (NASAA) board. She also congratulated Ms. Mason on the success of her most recent book, "For Baby (For Bobbie)."
Ms. Shaughnessy reminded members that once their term on the Florida Council on Arts and Culture has come to its end date, members serve until their position has been filled by the appointing authority.
Dr. Brunson reported that the Museum is opening a new exhibit "Voices of Florida Women." This exhibit draws exclusively from the Museum's own collection and will be available for viewing through early April.
Regarding the permanent exhibit, "Forever Changed - La Florida 1513-1821," Secretary Browning will be traveling to Miami to present the plans for the exhibit to the Consul General of Spain. The Museum has applied for two federal grants, and the rest of the exhibit will be funded partly through the Museum's budget and private support.
Chairman Deratany reviewed the upcoming Florida Council on Arts and Culture meeting dates.
Ms. Warren reported on the 2010-2011 Legislative Budget Request as it was presented to the Legislature. The Secretary requested $2.5 million for the new consolidated grant program. $1.5 million was requested for general program support and $1 million for specific projects.

Ms. Benson moved that, should additional funds become available (whether from state or federal sources), that the next organization on the Culture Builds Florida eligibility list will be submitted for funding with Mr. Ward seconding. The motion carried.
Mr. Hogge moved that the next six organizations on the Culture Builds Florida eligibility list (applications 10.2421, 10.2503, 10.2600, 10.2620, 10.2523, and 10.2368) be submitted to the Secretary of State for approval for funding with Ms. Benson seconding. The motion carried.
Mr. Blancett presented the Division's recommendation for funding of grant application 10.8506 submitted by the Council on Culture & Arts for the professional development of individual artists. Mr. Ward moved that the Council approve funding of $4,800 for grant 10.8506 with Ms. Benson seconding. The motion carried.
Mr. Blancett presented the list of 2010-2011 Cultural Facilities Program Rollover recommendations for the grant period July 1, 2010 through June 30, 2011 in accordance with s.265.701, Florida Statutes.

Mr. Shaw moved that the Council approve the Cultural Endowment Program Priority List to be submitted to the Secretary of State for approval and then to the 2010 Legislature for funding consideration with Ms. Dickenson seconding. The motion carried.
Dr. Phillips presented a list of upcoming Panel Meeting Dates for Spring 2010 for the General Program Support and Specific Cultural Project grant programs. Members may select to chair the panels of their choice; if no preferences are requested, the chairs will be assigned by the FCAC chair and staff. All panels are teleconference format and no travel is required.
Ms. Shaughnessy reported that the Nominating Committee met on November 10, 2009 and has made the following recommendations:

Ms. Dickenson moved that the Council adopt the recommendations of the Nominating Committee with Stephen Hogge seconding. The motion carried.
Mr. Pugh reported that the Media Arts Fellowship Review Panel was held on October 22, 2009 to recommend awards to individual artists.
Fifteen (15) eligible Media Arts Fellowship applications were reviewed by the panel. The panel recommended two Fellowship awards for $5,000 each to Kristy Anderson and Isaac Brown for a total of $10,000. If additional funds become available, the Division will award the funds to the next applicant on the list.
Panel Meeting Budget: The budget for the Artist Fellowship Program was $30,000. The panel budgets for Visual Arts 2D, Visual Arts 3D, and Media Arts were determined by the number/demand of applications to each discipline.
Panel comment was as follows: Panelist comments ranged from statements about the sophistication of much of the work of the Media Arts applicants they had reviewed, to their strong desire to advocate among their colleagues and citizen groups for support of the Fellowship Program and the Division. They particularly expressed disappointment about the total of grant funds available this year for the slate of excellent applicants.
Public comment was as follows: Members of the public were in attendance by teleconference. Several commented on the validity of the process and thanked panelists for their efforts in the detailed process of application scoring.

Mr. Ward moved that the Council accept the recommendation of the Media Arts Panel with Mr. Browning seconding. The motion carried. Mr. Browning moved that the next name on the list be submitted for funding should additional funds become available with Mr. Ward seconding. The motion carried.
Visual Arts 2D & 3D: Ms. Dickenson reported that the Visual Arts Fellowship Review Panel was held on October 27, 2009 to recommend awards to individual artists.
2D Visual Arts: Thirty-five (35) eligible applications were reviewed by the panel. The panel chose to split one $5,000 award between two individuals; $2,500 was recommended to both Anja Marais and Nan Smith.
3D Visual Arts: Eighty-three (83) applications were reviewed by the panel. The panel recommended two (2) $5,000 awards to the top scoring applicants, Christina Petterson and Carrie Baade. The panel chose to split one $5,000 award between two individuals; $2,500 award was recommended to both Babs Reingold and Dolores Coe.
If additional funds become available, the Division will award the funds to the next applicant on the list.

Public comment was as follows: Members of the public were in attendance in person and by teleconference during the entire meeting. One stated that he was there to learn about the process. He made a brief comment concerning the fairness of the procedures. The second person stated that he had been an applicant for the Individual Artist Fellowship Program more than five times. He commended the panelists and said, though he had never received a fellowship, this opportunity to observe the work of the panel indicated to him the difficulties in judging the work of many fine visual artists and coming to a decision regarding grant awards. One applicant on the teleconference discussed the merits of his work. Others thanked panelists and staff for their dedication to the process. Another applicant on the telephone suggested that panelists identify themselves by name when they make comments about artists' work.

Ms. Mason moved that the Council accept the recommendation of the Visual Arts Panel with Mr. Cortada seconding. The motion carried. Mr. Cortada further moved that the next name on the list be submitted for funding should additional funds become available with Mr. Browning seconding. The motion carried.
Ms. Dickenson reported that the State Touring Program Panel convened via teleconference at 9:10 a.m. on October 21, 2009 to recommend artists to the State Touring Program roster, Florida Arts on Tour.
Thirty (30) eligible applications were reviewed by the panel. During the preliminary scoring round, three (3) applications did not achieve the minimum required score of 75 and were dropped from consideration. The remaining twenty-seven (27) were recommended to the roster.
Three (3) applicants were recommended for the program's "In the Wings" designation; this component does not provide fee support to the selected artists, but does promote their booking and contact information. In the past, several companies have "graduated" from "In the Wings" after receiving additional touring experience through this exposure.
The roster artists will automatically be nominated to SouthernArtistry, an online database managed by the Southern Arts Federation which will increase their exposure.
Complete information on booking the selected artists will be available on the Division's website under 2010 - 2012 State Touring Program Brochure Presenter Support Application Form. Presenters will have until May 1, 2010 to book these artists, at which time they will apply to the Division for fee support.

Mr. Browning moved to accept the State Touring Roster as presented to the Council with Mr. Cortada seconding. The motion carried.
Mr. Deratany thanked the seven Council members whose terms have come to an end. The following members received commemorative crystal plaques in thanks for their years of service to the Council: Jacqueline Bradley, Xavier Cortada, Tim Deratany, Stephen Hogge, Jim Shaw, Jon Ward, and Margaret Wise.
Mr. Cortada requested a summary of State Operational Funding compared with grant funding. Ms. Warren will provide the information to the Council via email. She will also provide the date of the Senate Sunset Committee meeting date.
Ms. Dickenson thanked Mr. Deratany for his service as Chair of the Florida Council on Arts and Culture.
Mr. Browning recognized Lew Wilson for his donation to the DOS Art Collection.
