I. Call to Order

Acting Chairman Robert Judd called the meeting to order at 1:03 pm.

II. Introduction of Council, Staff and Guests

Mr. Judd asked the Florida Council on Arts and Culture and department staff to introduce themselves. Donna McBride was in attendance.

III. Adoption of Agenda

Mr. Ward moved approval of the agenda with Ms. Dickenson seconding. The motion carried.

IV. Approval of Minutes

Dr. Hubbard moved approval of the minutes from the October 6, 2010 Florida Council on Arts and Culture meeting. Ms. Goldman seconded the motion. The motion carried.

V. Chairman's Comments

Mr. Judd noted that the Broward Community Foundation’s first initiative is arts related and regards the economic benefit of the art and arts education. He expressed his appreciation to the staff, and welcomed the new Council members.

VI. Department of State Update

Sandy Shaughnessy welcomed the new Council members and congratulated Gwen Margolis for her selection as Vice Chair of the Transportation, Tourism and Economic Development (TTED) committee. She thanked the Council for their hard work on the Cultural Facilities panel meeting and their continued efforts on behalf of the arts and culture of Florida. In regards to the Cultural Facilities panel, only nine Council members were available to read and score applications. The Division is considering using Council Alumni to act as additional panelists to avoid future problems with maintaining a quorum. She also shared a Power Point presentation of the public value of the arts.

Morgan Lewis reported on the success of the recent Cultural Summit held in Jacksonville on September 13-14. Dr. Barbara French has completed the summary of the group’s work and it is now available. The Citizens for Florida Arts, Inc. (CFA) is currently planning an event that will coincide with Arts Day. The Creative Capital program will now be administered under CFA and there will be two workshops (North Florida in January and Pensacola in June). CFA will also be sponsoring a Richard Bickel exhibition on the 22nd floor that focuses on the oil spill in the Apalachicola Bay. The CFA is looking to expand its board and will be accepting suggestions or ideas for new members.

VII. Museum of Florida History Update

Dr. Jeana Brunson extended the invitation to the board to attend the 29th annual Quilt Show and Third Thursday. She reported on the new permanent exhibition (La Florida) which will be important on state, national, and international levels. The Exhibit takes up 25% of the total museum gallery area. Visitors will be able to choose either the path of the Florida natives or European explorers which both lead to a “meeting of cultures” area. Both paths have interactive and audio aspects and will be tied to educational components for use in classrooms. The exhibit will be open in Spring 2012 and will be completed by 2013.

VIII. Business Items

A. Meeting Calendar

The March meeting will be in Tallahassee on Thursday, March 24th and will coincide with the Heritage Awards and Arts Day on March 23rd. The fall meeting will be in October and will cover the Cultural Facilities Panel meeting.

B. 2010-11 Appropriations

Don Blancett reviewed the Federal and State appropriations. The National Endowment for the Arts has provided $297,200 for arts funding. The State Touring Projects, Individual Artists Fellowships, and Special Projects will be supported with these Federal Funds. The Division has been appropriated $950,000 to fund General Program Support under the Special Categories Grants in Aids category. Under General Program Support, the largest grant awarded by the Division was approximately $7,600, and the smallest was $37. Ms. Shaughnessy commented that even if an organization is only awarded $37, it enables them to apply for federal and foundation funds. Mr. Blancett also commented that it costs approximately $63 for each warrant request to issue a payment, and warrant requests are made quarterly. In order to reduce the cost of these warrants, the Division issues payment in full or bi-annually (rather than quarterly payments) when possible.

C. Legislative Report

Patty Warren reported that the heads of committees and vice chairs have been named. Senator Margolis will be serving as the Vice Chair of the TTED appropriations committee, which will be chaired by Senator Don Gaetz. The Senate appropriations chair is JD Alexander. Dorothy Hukill is the chair of the Economic Affairs Committee in the House, and Denise Grimsley is the House Appropriations Committee chair.

Ms. Warren suggested that the board frequently visit the Florida Cultural Alliance’s website (www.flca.net) to see the most recent news regarding the legislative committees, Arts in Education, and other current issues. She also suggested the My Florida site (www.myflorida.com) for individuals not familiar with the legislative process.

D. Nomination and Voting of Officers

the following individuals were selected and voted on by the board as officers for 2011:

Mr. Browning moved that these individuals be elected as the 2011 Florida Council on Arts and Culture officers with Ms. Goldman seconding. The motion carried.

IX. Grant Panel Reports

A. 2011-2012 Cultural Facilities Panel Report

The Cultural Facilities Program application review committee met on November 17, 2010 at the offices of the Division of Cultural Affairs, R. A. Gray Building, Tallahassee, Florida. Committee Chair Sandy Shaughnessy called the meeting to order at 1:02 p.m. The Committee reviewed 23 Cultural Facilities Program applications with a total funding request of $7,868,366. The Committee recommended full funding for all 23 of the Cultural Facilities Program applications. Martin County (application 12.9042) reduced their request at the panel meeting from $500,000 to $300,000. With the reduced funding request, the total recommendation is $7,668,366. The recommended applications were prioritized by score. The prioritized list will be sent to the Secretary of State for approval, and then to the 2011 Legislature for funding consideration.

Committee Comment was as follows: Sending the ranked list of all organizations with their funding requests to the Legislature is an important step in helping legislators understand the construction and renovation needs of Florida’s cultural community and the economic benefits of the program. Encourage applicants to focus on the Need and Impact of the project (construction or renovation), not the programmatic aspects of the organization. Organizations should contact their legislators and legislative delegations and encourage them to support the Cultural Facilities Program funding request.

Public Comment was as follows: Organizations that are recommended for funding must contact their legislators and legislative delegations and encourage support for the program. The Cultural Facilities Application Review meeting was adjourned at 5:30 pm.

B.Cultural Endowment Program

Don Blancett reported that there are 32 organizations on the Cultural Endowment Priority List. All 32 organizations have been designated Cultural Sponsoring Organizations (CSO) and have deposited at least $360,000 in their Cultural Endowment Program fund in fulfillment of program requirements. All are eligible to receive a $240,000 State Matching Share (SMS). The Priority List will be submitted to the 2011 Florida Legislature for Funding consideration. The total request for the program is $7,680,000.

C. Individual Artist Fellowship Program Report

1. Music

The Music Fellowship Review Panel was held on October 4, 2010 to recommend awards to individual artists. Thirteen (13) eligible Music Fellowship applications were reviewed by the panel. The panel recommended three (3) Fellowship awards for a total of $10,000.

Panel Meeting Budget: The budget for the Artist Fellowship Program was $50,000. The panel budgets for Music, Theatre, Dance, Literature, Interdisciplinary Arts, and Folk Arts were determined by the number/demand of applications to each discipline.

Panel comment was as follows: Panelists commented on the lack of consistency in the work of a number of applications. One panelist suggested panel meetings be done via video conferencing like Skype. They also felt that 8 sets of material was far too many and that the Division should allow for applicants to upload their work instead.

Public comment was as follows: Members of the public were in attendance by teleconference. One member commented on the importance of comments and looked forward to reviewing the comments provided for his application.

3. Dance

The Dance Fellowship Review Panel was held on October 11, 2010 to recommend awards to individual artists. Eight (8) eligible Dance Fellowship applications were reviewed by the panel. The panel recommended one (1) Fellowship award for a total of $5,000.

Panel comment was as follows:
Panelists commented that they’d like to see more of each dance excerpt and that short excerpts aren’t useful. They also suggested the Division make additional support material required rather than optional. One panelist encouraged applicants to look more carefully at compatibility with all computers and suggested the Division create thorough instructions on formatting of application materials and DVDs. They also suggested this panel follow the blind review process. Some panelists expressed disappointment in the lack of applications.

Public comment was as follows:
Members of the public were in attendance by teleconference. Some applicants showed concern for the challenges associated with the length of work required by fellowship guidelines. One applicant suggested that the highest and lowest scores be dropped to arrive at the final average. Another applicant suggested that Division staff review all submitted work sample disks to ensure they are compatible for panelist review.

The Literature Fellowship Review Panel for Creative Nonfiction and Poetry was held on October 13, 2010 to recommend awards to individual artists.

Thirty-seven (37) eligible Literature Fellowship applications in Creative Nonfiction and Poetry were reviewed by the panel. The panel recommended four (4) Fellowship awards for a total of $10,000.

One panelist commented that they were not expecting the teleconference to work as well as it did. Other panelists encouraged authors and applicants to keep writing and to not let the process discourage anyone from writing and applying again in the future.

Members of the public were in attendance by teleconference. One applicant echoed the panelist’s comments on applying again in the future. Another thanked everyone for their hard work.

The Literature Fellowship Review Panel for Fiction and Children's Fiction was held on October 14, 2010 to recommend awards to individual artists.

Twenty-eight (28) eligible Literature Fellowship applications in Fiction and Children's Fiction were reviewed by the panel. The panel recommended four (4) Fellowship awards for a total of $10,000.

Panelists felt the entire process was professional handled and a fine job was done by everyone. They felt the only issue was the lack of funds. One panelist asked future applicants not to print single spaced or in 10pt font as it makes reading the work samples extraordinarily difficult. 6. Interdisciplinary

The Interdisciplinary Fellowship Review Panel for was held on October 20, 2010 to recommend awards to individual artists.

Ten (10) eligible Interdisciplinary Fellowship applications were reviewed by the panel. The panel recommended two (2) Fellowship awards for a total of $5,000.

Panel Meeting Budget:The budget for the Artist Fellowship Program was $50,000. The panel budgets for Music, Theatre, Dance, Literature, Interdisciplinary Arts, and Folk Arts were determined by the number/demand of applications to each discipline.

Panel comment was as follows:
Panelists discussed the issue of applicants reviewed under this discipline category that do not fit the definition. Some felt staff should review applications to ensure they are deemed correctly prior to panel review while others felt that it was not the staff’s decision to make.

Panelist encouraged applicants to apply again and commented that it was a big deal to apply in the first place.

Panelists discussed the option of a preliminary staff review to remove applications that are not actual folk arts applications. One panelist felt that folk art and traditional art need to be redefined. Another panelist suggested everyone read Kristin Congdon's book on folk art.

One panelist commented on the challenge of an online only application for those that fall into this discipline and felt that this was the reason for the low number of applications. She also suggested working with a staff folklorist and finding more panelists focused in particular areas of folk arts.

Ms. Dickenson moved to approve the Individual Artists Panel Reports and for the lists to be presented to the Secretary of State for funding with Dr. Hubbard seconding. The motion carried.

X. Open Council Discussion

Commemorative plaques were awarded to the following outgoing council members: Don Browning, Robert Judd, Gwen Margolis, Janeen Mason, Craig Pugh, and Elizabeth Wester.

XI. Public Comment

Ms. Donna McBride of the David A. Straz, Jr. Center for the Performing Arts (formerly the Tampa Bay Center for Performing Arts) commented that constituents need to reach out to the Legislature and local state leaders to discuss jobs and the economic impact of the arts. Division of Cultural Affairs staff can be used as a resource. Hillsborough County is asking leadership to show up at meetings and to stand together to approach Representatives and Senators to educate them and ask them to restore arts funding. She also commented that this is a reinventing year and that organizations need to compete or partner with other industries.
