- What is available?
- Salary Assistance/Basic Level: This is a three-year grant track
for Small and Mid-Sized organizations who want to fund a staff position(s).
The three-year funding cycle utilizes an increasing match requirement
in the second and third year, with no match required in the first
year (0-25%-50%). The salary must be maintained while the grant award,
initially $10,000, will decline to $7,500 in the second year, and
$5,000 in the third year, thus building in the required matching funds.
- Salary Assistance/Advanced Level
This $7,500 one-year grant ($1:$1) is designed for Local Arts Agencies
(LAAs), State Service Organizations (SSOs), educational institutions,
and other not-for-profit 501(c)(3) organizations to fund a full
or part-time position(s) and services that specifically offer consultation
to underserved arts organizations.
- Organizational Development
Grants of up to $2,000 will be available to small and mid-sized
arts organizations on a $1:$1 matching basis (with no more than
25% of the total proposal cost in in-kind contributions allowed
as match) for projects that increase their administrative or artistic
capacity.
- Consultancy
Grants of up to $1,500 are available to underserved arts organizations
that have the opportunity to retain consultants who can address
their specific administrative or artistic needs. Small and Mid-Sized
Organizations may apply for up to $2,500 on a $1:$1 matching basis.

- How are eligible arts organizations identified?
- For the purposes of this program, the following definitions are
used to identify underserved arts organizations:

- Rural Geography: Arts organizations that are
located within counties whose population is less than 100,000,
or whose population density is less than 250 people per square
mile and are not located within a U.S. Census designated metropolitan
area.
- Minority: Arts organizations that are community-based
and deeply rooted in and reflective of a specific religious, racial,
national, or cultural group, or an arts organization comprised
of individuals with disabilities. At least 51% of these organizations
(the majority of the staff, board, artists, and volunteers associated
with the group) must be composed of persons who represent such
groups as African-American, Hispanic, Native American, Asian/Pacific
Islander, and others, or individuals with disabilities. Neither
gender nor age is defined as a minority.
- Lack of Resources: Arts organizations that cannot
achieve their mission due to lack of arts information or access
to available programs; these organizations are typically located
within counties where there is no designated local arts agency
or other means of acquiring ongoing information and assistance.

clearance PRIOR to making application.

- Is the size of the organization’s budget a factor in eligibility?
- Yes.
There are three types of target organizations: Emerging, Small, and
Mid-Sized. Certain categories of funding are available according to
the size of the organization.
- Emerging Organizations are those that have at
least one year’s programming behind them at the time of
application. Their last completed fiscal year’s cash operating
budget (Form B, line 23) cannot be overt $10,000. Such organizations
are only eligible for Consultancy Grants.
- Small Organizations are those that have at least
one year’s programming behind them at the time of application.
Their last completed fiscal year’s cash operating budget
(Form B, line 23) is between $10,001 and $50,000. Such organizations
are eligible for Consultancy, Salary Assistance/Basic Level, or
Organizational Development (maximum of $2,000) grants.
- Mid-Sized Organizations are those that have at
least one year’s programming behind them at the time of
application. Their last completed fiscal year’s cash operating
budget (Form B, line 23) is between $50,001 and $150,000. Such
organizations are eligible for Consultancy, Salary Assistance/Basic
Level, or Organizational Development (maximum of $2,000) grants

- Match requirements are generally dollar for dollar ($1:$1), but
do vary according to the category chosen.
